The Mandalorian: Katee Sackhoff and cast told Plo Koon would appear at the end of season 2

Speaking on the recent amfAR Gaming Series Featuring Katee Sackhoff #NYHAAD, The Foundation for AIDS Research, (amfAR), Katee Sackhoff discussed her time in the role of Bo Katan and her live action return in The Mandalorian, revealing that in order to secure the shock and awe of Luke Skywalker returning at the very end of season two of The Mandalorian, she was told, along with her fellow cast members that it was Plo Koon who would be returning, not Luke Skywalker.

There is some measure of logic to using Plo as the diversion, as not only was he voiced by Dave Filoni in The Clone Wars, but he was also the Jedi Master who found young Ahsoka Tano, a key player in the second season.
